The objective of this workshop is to identify elements of a policy road map to increase energy consumption in a sustainable manner, especially in less developed countries. The deliverables would be lessons from countries that have managed this transition to a lower share of high carbon fuels, taking into account the global diversity in the energy resources and market conditions. A menu of such policy and market reform strategies would help nations to achieve the dual objectives of increasing access to clean and efficient energy, and reducing growth in emissions by switching from inefficient use high carbon energy.
